Okay just an update from a consultant from within vmware. This is his reply to this userid
"NF is Never Fail. vCenter HB is an OEM product until such time we develop a true distributed vCenter.
SCOPE is the vCenter HB diagnostic tool.
vCenter Heartbeat Diagnostic Tool (aka SCOPE) creates NF_SCOPE_PIPE_USER and uses it to access the registry where it stores its own configuration settings and to create the TCP channel between the Primary and Secondary node when it is asked to measure bandwidth. So it's just for performance trending and nothing else. It is background process that collects performance stats every 15 minutes.
You can disable the service if you are concern about performance impact. VMware does not use this account. I wouldn't remove the account or service though, as that's tampering with product.
It is safe to disable the service. The log collector is separate and will still collect the current logs for support calls. So you are still supported"
